The Citicop center's columns could not be built on the buildings corners because there was a church on the way. The St. Peter's Lutheran Church was there. The condition was that they can only build the building around and above the church.
The major flaw this building had was that if a big storm comes out, with big heavy winds that can possibly move and tip the building. This can put a lot of people's lives in danger. Also there is a chance, about 1/16 chance that this building can be knocked down due to power or wind problems each year.
This flaw was found by a college student from New Jersey. They talked with the architect of the building and decided to stay annonymous. They found out about this flaw during their research they were doing of this building as part of their thesis paper. The building ended up going through emergency repair that took three months but the problem with that was that none of the people working in there was notified about it.
